"Father Knows Best Village"
Kirigakure is a huge, powerful village stationed in the Land of Water, notable for it's military strength. The population of the village is kept under a strict, yet accepting, control by the police force of the village which enforces the rules and keeps order in the village.
Kirigakure's other notable feature is it's balanced status, which lets the people of Kirigakure prosper in whatever they wish to specialize in.
Currently, the village is run by a Mizukage who emphasizes the well-being of the people of Kirigakure more than anything else, leading it to raise above other villages.

The villagers of Kirigakure have been tasked with strenghtening the village, under the leadership of one of the village's high-ranks - Ichirou. There were twenty bombs in total placed around the village, which has efficiently strenghtened the potential defense of the village.
Tax: 4000 ryo. (-4 morale)
Resource Cost: 5/100
Increase: Military +7
Report: The Hidden Mist Village has decided to raise the defense of the village, by placing hidden landmines around the village. These landmines have special conditions to activate, and so they do not endanger passing villagers nor shinobi.

It has come to the time that the village needs more blood in order to help the people that have had critical injuries with blood transfusion. People of the village have been given a voluntary chance to donate blood for a reward.

Report: Several villagers of Kirigakure have had their blood taken for the blood donation program. The blood transfusion was done by high-ranks of the village. The blood problem has not yet been solved, and so there will be more blood donation programs in the future.

Report: The Kirigakure Mystery
"Father Knows Best Village"
Few hours before the sun rose in the contents of the sky, mist shrouded the village as always and rain fell down elegantly. A stranger heads in front of the gate, this stranger was concealed under a large cloak and a gas mask, a voice with a loud pitch started talking due to the gas mask, what the being said that day was unknown as only one guard was able to run away towards the leader of the village to inform that leader, after the officer returned with the leader nothing could be found but three scorched corpses and a open gate, who was this being and is he still here?
Upon the arrival of the Mizukage and his two subordinates, they have found that there were three scorched corpses upon the ground, and a single scroll which contained a riddle. A single riddle was enough to convince the Mizukage about the potential position of the culprit, and so, he has moved alone to check into the academy, which was pitch-black due to the lights inside being taken out. It was then that the unknown figure has revealed himself to be the culprit, and entrapped the Mizukage in a fuuinjutsu barrier.
With his subordinates locating the Mizukage, there was nothing else they could do but trust in their Mizukage that he would be able to defeat the threat to the village. It was only with the help of one of his subordinates that he was able to land a fatal injury on the culprit, who later revealed himself to be the long-lost brother of the Mizukage. It was a devastating event, but with the help of his subordinates, the Mizukage was able to overcome the disaster. There was only one thing left by the one known as Zen Tesshin, and that was a mask which somehow allowed a body without functional organs to breathe and function normally.

Report: With the shinobi guards being burned to crisp, the military of Kirigakure has took it's toll. The threat was defeated, but under the cost of minimal damage to two buildings of Kirigakure.

The Hidden Mist Village had a considerable loss of resources and the people are starting to worry about the economy of the market. It was then that one of the villagers has proposed an idea to increase the tax from market trades to the Mizuakge. It took some thought, but after thinking about the village, he found it best to increase the tax after all.
Tax: 1000 Ryo. (-1 Moral)
Grant: 10000 Ryo. (+10 Moral)
Resource Cost: 0/100
Increase: Village Funds (3000 Ryo per IC Month)
Report: In order to further develop the village and push it up into a new stage, the Mizukage has put a new regulation on the people of his own village - the market trade tax has been increased to 20%, which means that 20% of the money from the trades goes straight to the village's bank. A trusted tax collector in the village has been chosen to collect the tax from Kirigakure's markets.

Mission: Academy Repairs

The academy has sustained damage during the threat that has taken place on 11th of January this year. The academy has it's lights broken, the entrance room needs new paint, and the ceiling needs wooden planks hammered to the holes, in order to prevent potential injury. The paint and new lightbulbs were all provided by the academy.
Mission Payment: 50 Ryo per person.
Resource Cost: 1/100
Increase: Students +2
Report: The first thing the participants have done is painting the entrance room. It took more than an hour to finish the job. Afterwards, the group led by Ichirou and Amaya has exchanged the lightbulbs with new ones, providing light to the academy once again. The holes in the ceiling were fixed by wooden planks, making potential danger non-existant from falling debris.

A note was sent to the Mizukage that the village was running low on food each day, and so, the Mizukage decided it was about the right time to do something about it. He chose a part of the village to build the farm on, and provided the resources and money needed for the execution of the plan.
Tax: 5000 ryo. (-10 morale)

Increase: Food +10 (+5 per OOC Day)

Due to the recent attack, Kirigakure's forces needed to be organized thoroughly, and so, the Mizukage has decided to task one of his loyal ANBU members with the task of mobilizing the ANBU forces around the village.

Report: Six ANBU were stationed in total, two at the west and east gates, and two at the village gates. They were all disguised as regular villagers, in order to not get any negative feedback by the villagers.
